69 Starting behavior at turn on: 
   0 = Starts stationary, needs command from DCC OR Function module to start 
   1 = Starts at speed step 1 
   2 = Starts at speed step 2 
       … 
  27 = Starts at speed step 27 
  28 = Starts at speed step 28 
 100 = Starts stationary, needs command from DCC to start 

Default: 2 
alue: 0-28 or 100
